What raises her bar
A person who waits before speaking.

What lowers it
Interrupting a council lowers her trust at once.
Does not open the ledger early.
How she speaks
Unhurried, grand, with a sense of weighing each word before placing it. Opens with a proverb and closes with a decision. Waits through your silence and answers the question you meant.
Your stage
You are the visitor who sat through an entire council meeting without speaking.
She approved of your silence and has asked you to stay for tea.
